You should have your lawyers investigate the Common Public License, which is the open-source license WiX is distributed under. Other companies have found it suitable for including WiX with their products.

Work on Burn will increase dramatically as we ramp down on WiX v3.0. But release dates for volunteer projects are hard to predict, so if you need something on a specific schedule, you should look elsewhere until you can evaluate Burn weekly and beta releases.
